The problem with free hosting is that they always advertise on your site. You have no control over that.
If you buy a domain url with Godaddy.com then they offer free basic hosting with your page but it has limited bandwidth and big ads at the top of your page.
In my opinion the best is to use hostgator, which costs $4.95 a month for a single domain and $7.95 a month for unlimited domain hosting. I use them and they have excellent service and no problems so far.

First windows publisher is not very ideal to make web-pages. However you do not plan to edit a lot then it might just suffice. Still I would not recommend it. You can try a free web-page editor like kompozer (just google it).
For your free web hosting needs, you can try http://www.icure.co.in. You get lifetime free hosting, no ads, frontpage support, a SUB-DOMAIN, PHP, MySQL, and other webmaster tools for no cost at all.
If u want some more webspace, bandwidth, phpBB etc. you can upgrade to their plans. They are not the cheapest of hosts but quite reliable on their claims i.e. 99.8% uptime, just very excellent customer support, industry standard security and no ads for providing free web-space.
Apart from that you can try x10hosting.com, wetpaint.com etc but most would place ads for providing free-space. For blogging word-press, blogger beats all hands down.

If your current internet provider is Earthlink, AOL, SBC Global and others which provide a homepage; you can easily FTP your own webpage designs as a new homepage even design one from scratch using Window Publisher. And using a redirection service such as mydomain.com or the forwarding of a parked domain name at godaddy.com, you can easily “mask” the homepage URL with a proper domain name. So in a sense, you have a working ecommerce website disguised as a homepage while still paying your normal monthly Internet provider’s access and hosting fee of the homepage.

provided its not commercial, most ISP’s provide a small space for free web pages. Maybe ask yours?
